LAO: Roads for Rural Development Project
Resettlement Framework and Resettlement, Community Development and Social Action Plans

The Roads for Rural Development project aims to induce economic development and social integration connecting remote rural areas with district and provincial centers. The project will improve and maintain a network of all-weather rural access roads in a number of provinces throughout Laos.

The rural roads development component will be implemented in three phases in Attapu, Bolikhamxay, Sayaburi and Vientiane Provinces. Despite efforts of the Ministry of Communication, Transport, Post and Construction (MCTPC) to minimize involuntary resettlement impacts, approximately 348 households will be affected by the acquisition of 4 hectares of land. MCTPC prepared these resettlement plans for the following road projects:

MCTPC also prepared this Social Action Plan [ PDF ] to draw together the measures for addressing resettlement, community (ethnic minority) development and for the management of social risks (such as HIV/AIDs) associated with this project.

A Resettlement and Community Development Framework [ PDF ] has also been prepared to guide the resettlement and ethnic minority planning and implementation for the other two subproject roads: Hongsa-Thaxoang (Sayaburi) and Pakton-Ban Vang in Vientiane Province.
